Public Policy

 

Introduction


 
Public policy can be generally defined as a system of laws, regulatory measures, courses of action, and funding priorities concerning a given topic promulgated by a governmental entity or its representatives. public policy is primarily focused on people, recognizing that technical expertise is meant to serve the interests of people, and policy decisions should be made after due deliberation, with ample opportunities afforded to ordinary people to shape those policy decisions.
 
It has been taken for granted for a long time, in many countries, that public policy is what the government does, and, by definition, all public policy must be in the public interest. But clearly not everything that public servants do is automatically in the public interest.  One argument that is often made is that because elected leaders in democracies rely on experts to formulate and implement public policies, it is better to leave public policies to these experts in the first place, without interfering with them. Technocrats are credited with a ‘problem-solving’ mindset, and with the capacity to rise above the narrow interests of their particular occupation groups.
 
This resource guide, prepared by the library staff aims to list useful sources of information on the subject, that are available in JGU Library and elsewhere, both in print and electronic forms. It also includes important links to useful free & open access web resources.

Handbooks:
Strategies for effective Googling: Many fantastic public policy resources--in particular, policy briefs from think tanks, NGOs, and research institutes can be found online. Here are a few tips for more efficient, effective Google searches:
  
Include the phrase "policy brief" in your search. (Keep the quotation marks around "policy brief" to find this exact phrase.)
Use a site: search. This will limit your search to a broad domain (e.g., .org sites, .edu sites, .gov sites) or to a specific website (e.g.,  http://www.urban.org).
 
If you're not sure which think tank, NGO, or agency might have issued policy papers on your topic, try a search engine that's powered by Google but limited to a select group of sites.

Funding Opportunities : 

Public Policy Research: Public Policy Research Funding Scheme was launched by the Government in 2005 through UGC to promote public policy research in higher education institutions. An amount of $20 million was allocated from the Central Policy Unit (CPU) to the RGC annually for administering the Public Policy Research (PPR) funding scheme.
 
Public Policy Research Funding Scheme & Strategic Public Policy Research Funding Scheme : Public Policy Research (PPR) Funding Scheme started in 2005 to promote public policy research. The Strategic Public Policy Research (SPPR) Funding Scheme was launched in 2008 to facilitate longer-term public policy research on specific areas. From 2013-14 onwards, the CPU has been administering the Scheme. The SPPR Funding Scheme has since been merged into the PPR Funding Scheme.

IGC research funding : Based at the London School of Economics and in partnership with the University of Oxford IGC aims to promote sustainable growth in developing countries by providing demand-led policy advice based on frontier research. Based at the London School of Economics and in partnership with the University of Oxford, the IGC directs a global network of world-leading researchers and in-country teams in Africa and Asia.

Domestic Public Policy Research Grants (Duke University) : The Domestic Public Policy Program supports projects that will help the public and policy makers understand and address critical challenges facing the United States. An overarching goal of the Foundation's grant making is to support projects that help stimulate and inform important public policy debates. To that end, the Foundation supports research on and evaluation of existing public policies and programs, as well as projects that inject new ideas into public debates.

UNC Public Policy Funding and Awards : The Duncan MacRae Jr. Public Policy Fund supports research opportunities and internship experiences for Public Policy.

PhD program funding : Fellowships from external sources often offer very generous multi-year packages of support. Applicants who are U.S. citizens or permanent residents may especially wish to investigate the following options: 

 

 

Google Public Policy Fellowship: The Google Policy Fellowship program offers undergraduate, graduate, and law students interested in Internet and technology policy the opportunity to spend the summer contributing to the public dialogue on these issues, and exploring future academic and professional interests.
